Overview
Amid widespread social protests calling for expanded government spending in areas such as education and healthcare, the government made additional increases to the funding of primary care in 2020; in the process, it pushed the total, final FONASA budget expansion to a 6% increase over 2019. Social protests have also accelerated the passage of measures to reduce out-of-pocket spending and forced the government’s strategy of first focusing on reforming the ISAPREs system to instead focus on an overhaul of FONASA and expand access to public medical services as well. While Chile is expected to present an opportunity for growth in 2020, major reform should not be expected until at least Q4 or the beginning of 2021, further pushing out the expansion of access in the Chilean public system.
