Under continued social pressures to expand access to quality healthcare services, the Chilean government has pursued another significant budget increase for its public healthcare system in 2019, following a massive effort in 2018 to reduce wait times for surgical procedures. It is also making a strong effort to provide expanded access to treatments for rare diseases, signaling a focus not only on expanded access but also on innovation. But despite increasing public resources, Chile, like most Latin America markets, faces financial constraints within its healthcare system driven by underlying structural and incentive issues. The government looks poised to attempt to address some of these key issues in 2019 by pursuing large changes to both the Fondo Nacional de Salud and the Instituciones de Salud Previsional systems.
