The government appears set to issue debt to pay down COP 2.6 trillion in debt owed to hospitals for non-PBS treatments. However, with an estimated COP 16 trillion of debt buildup in the healthcare system, the move will stabilize payment delays in 2019 at best, with a continued increase in delays likely in 2020. A more concerted solution to the debt situation is likely further out. In the short term we expect the government to continue to look for ways to reduce spending on non-PBD technologies, while pushing more of the risk in financing to the EPSs. Overall, deeper reform measures are likely necessary to overcome the misalignment in incentives that has driven the mismanagement of funding and the build-up of debt.
