Overview
Following a clamoring for greater budget decentralization during elections in 2018, Peru’s central government has shifted a significant percentage of the Integral Health Insurance organism to be executed directly at the local level. This measure will hopefully help drive both more compete and more efficient execution of this budget. Beyond SIS, EsSalud continues to expand access to care, but the institution’s growing fiscal challenges will likely lead to fundamental reform in revenue collection or new cost-constraint actions in the near term. Overall, both Peru’s public payers and its rapidly growing private market are set to show continued improvements in both access and quality across 2019.
